The very first step is to draw or trace out your motif
I have started with hair by using beehive technique. Use black quiillinq strips of 5mm.
Now fill all those areas which can be filled by using different techniques.

To make the flute use thick paper and make a stick of it and apply silver glitter on it and decorate it
Some different patterns are used to make the crown of Krishna and Radha. Just to make it more lively add the real peacock feather
At the end for background use 3D Outliner Glitter Silver and Blue as shown in the picture.
