The best paint to use on pebbles is Acrylic Colours
Fevicryl Acrylic Colours, Fine Art Brush, Pebble, Fine Art Brush.
Pick a smooth flat pebble, wash them before painting them. Paint your design on top and use several coats and let dry between layers. Use thin brush to make small details and/or dots.
